Shandong Normal University


第一章 總則

Chapter I General Provisions

第一條 國際學生公寓(以下簡稱“公寓”)是國際學生活動的重要場所,為規(guī)范公寓管理,營造文明、健康、安全、整潔、溫馨的學習和生活環(huán)境,根據(jù)國家相關(guān)規(guī)定,并結(jié)合學校實際,制定本辦法。

Article 1: The international student apartments (hereinafter referred to as the "apartment") is an important place for international student activities. In order to standardize the management of the apartments and create a civilized, healthy, safe, clean and warm study and living environment, these Measures are formulated in accordance with the relevant regulations of the State and the actual situation of the university.


第二條 本辦法所指公寓是指學校接受國際學生住宿的公寓。

Article 2: The apartment mentioned in these Measures refers to the apartments where international students are accepted to live.


第三條  學校千佛山校區(qū)和長清湖校區(qū)分別設(shè)有國際學生公寓,原則上按照學生所在學院所屬校區(qū)安排住宿。

Article 3: The Qianfoshan Campus and Changqinghu Campus of the University have international student apartments respectively. In principle, the accommodation is arranged according to the campus of the college.


第二章 住宿管理

Chapter II Accommodation management

第四條  入住公寓人員應為學校正式注冊國際學生。國際學生接受院系應了解并掌握本院系入住公寓學生的姓名、人數(shù)、所屬校區(qū)等信息。

Article 4: The people who live in the apartments should be international students registered in the university. The accepting college of international students should know the name, number and campus of the students living in the apartments.


第五條 入住公寓的國際學生應向公寓管理辦公室出示《錄取通知書》或《國際學生公寓入住申請單》(需經(jīng)所在學院批準同意)、有效的護照和簽證,經(jīng)公寓管理辦公室核實無誤,繳納住宿押金后統(tǒng)一安排房間。學生入住后,公寓管理辦公室應及時組織或指導學生在轄區(qū)派出所辦理住宿登記手續(xù)。

Article 5: International students who live in the apartment should present the Admission Letter or Application Form to International Student Apartment (subject to the approval of the school), valid passport and visa to the apartment management office. After being verified by the apartment management office, they should arrange the room uniformly after paying the accommodation deposit. After the students move in, the apartment management office shall organize or guide the students to register at the local police station in time.


第六條 入住公寓的國際學生應簽訂《山東師范大學國際學生公寓住宿合同》,了解相關(guān)入住注意事項。協(xié)議附《山東師范大學國際學生公寓管理辦法》《國際學生公寓入住須知》《國際學生公寓房間內(nèi)設(shè)施列表》《國際學生公寓公共廚房使用管理規(guī)定》《國際學生公寓健身房使用管理規(guī)定》等相關(guān)文件。

Article 6: International students who live in the apartment should sign the Housing Contract for International Students Apartments Shandong Normal University and understand the relevant precautions. The contract is attached with relevant documents such as Regulations for the Administration of International Students Apartments of Shandong Normal University, Instructions for International Students Apartments, International Students Apartments Room Facilities List, Regulations for the Use of public kitchens in International Students Apartments and Regulations for the Use of Gym in International Student Apartments etc. .


第七條 學生辦理入住手續(xù)后,須按照指定房間入住,雙人間臨時安排一人居住時,公寓管理辦公室有權(quán)后期安排其他人員入住。

Article 7: After check-in, students shall stay in the designated room. If one person is temporarily assigned to live in the double room, the apartment management office has the right to arrange other people to stay in the room later.


第八條 因畢業(yè)、結(jié)業(yè)、退學、轉(zhuǎn)學、休學等原因退宿者,應當辦理退宿手續(xù)。個人繳納住宿費的,按照實際退宿時間收取住宿費,因取消住宿資格或?qū)W期中自愿校外住宿者,不予退還住宿費。未正常辦理退宿手續(xù),私自離校者,公寓管理辦公室將會向留學生工作辦公室進行匯報,留學生工作辦公室將根據(jù)相關(guān)管理規(guī)定進行處理。

Article 8: Check-out procedures shall be completed for those who check out due to graduation, completion of courses, withdrawal from school, transfer to another school or suspension of study. If the individual pays the accommodation fee, the accommodation fee will be charged according to the actual check-out time. The accommodation fee will not be refunded due to cancellation of accommodation qualification or voluntary off-campus accommodation during the semester. If you do not check out properly and leave without permission, the apartment management office will report it to the International Students’ Office, and the International Students’ Office will deal with it according to the relevant management regulations.


第九條 退宿時,學生應與工作人員共同查驗房間內(nèi)設(shè)施和物品,如出現(xiàn)損壞或丟失,應按《房間設(shè)備設(shè)施登記表》規(guī)定價格賠償。

Article 9 When checking out, students shall check the facilities and articles in the room together with the staff. If there is any damage or loss, they shall make compensation according to the price specified in the International Students Apartments Room Facilities List.


第三章 住宿費管理

Chapter III FEES POLICIES

第十條  自費生住宿費管理

Article 10: SELF-SUPPORTING STUDENTS:

(一)住宿費標準

人民幣5000/床位·學期

Accommodation fee standards

RMB 5000 / bed/semester

(二)住宿費繳費時限

1.入校新生應在來校報到后5日內(nèi)進行繳納,具體繳費時間根據(jù)新學期開學日期由留學生工作辦公室公布。

2.校內(nèi)住宿的老生應在新學期開始前提前進行續(xù)費,特殊情況最晚于新學期開學后3日內(nèi)進行繳納。

3.如校外住宿學生轉(zhuǎn)入校內(nèi)住宿,應在辦理住宿手續(xù)的同時,繳納住宿費。

Time limit for payment of accommodation fees

1. New students should pay the fee within 5 days after registration. The specific payment time will be announced by the International Student Office according to the starting date of the new semester.

2. Students who live on campus should renew their fees before the start of the new semester. In special cases, they should pay the fees no later than 3 days after the start of the new semester.

3. If off-campus students transfer to on-campus accommodation, they should pay the accommodation fee when they go through the accommodation procedures.

(三)住宿費內(nèi)容

住宿費為床位使用費,不包含住宿押金等費用,相關(guān)費用需另行繳納。

Contents of accommodation fee

The accommodation fee is for the use of the bed and does not include the accommodation deposit and other fees. The relevant fees should be paid separately.

(四)住宿期限

住宿期限一般為當前學期開學日至新學期開學前一日;如當前學期學生畢結(jié)業(yè),住宿資格至當前學期學生離校日終止,住宿期限最晚不超過學生所持簽證、居留許可證件有效期。

Duration of accommodation

The term of accommodation is generally from the beginning of the current semester to the day before the beginning of the new semester.If the students in the current semester finish their study, their accommodation will be terminated on the day of their departure from school. The accommodation period shall not exceed the validity of their visa and residence permit at the latest.

(五)退費問題

住宿時間超過兩周,住宿費原則上不予退還;住宿時間不超過兩周,或因特殊原因無法繼續(xù)在校住宿,經(jīng)批準后,扣除實際發(fā)生費用,退還剩余費用。

Refund issue

For stays longer than two weeks, the accommodation fee is non-refundable in principle;If the length of stay is not more than two weeks, or if you cannot continue to stay on campus due to special reasons, after approval, the actual cost will be deducted and the remaining cost will be refunded.

(六)收費依據(jù)及繳費辦法

收費標準由留學生工作辦公室根據(jù)實際成本制定,所收取費用統(tǒng)一上交財政。

Fee basis and payment method

The charge standard is set by the International Student Office according to the actual cost, and the charge is handed over to the finance department.

第十一條 學生獎學金如包含免住宿內(nèi)容,學生不需繳納住宿費用,按規(guī)定繳納住宿押金,損壞房間及公共設(shè)施照價賠償。

Article 11: If the scholarship includes accommodation free, the student does not need to pay the accommodation fee, the accommodation deposit shall be paid according to the regulations, and the damages to the room and public facilities shall be compensated according to the price.


第四章 公共秩序和安全管理

Chapter IV Administration of Public Order and Safety

第十二條 公寓開放時間為6:00-23:00,學生應嚴格遵守公寓作息時間安排,如因故需早出晚歸者須提前向公寓管理辦公室說明原因,并做好登記,公寓管理辦公室將定期對無故早出晚歸情況進行檢查。

Article 12: The opening time of the Apartments is 6:00-23:00. Students should strictly abide by the schedule of the apartment. If students need to go out early and come back late for some reason, they should explain the reason to the Apartment Management Office in advance and make a registration.


第十三條 公寓實行會客制度,來訪人員必須出示并登記有效身份證件,經(jīng)允許后方可進入公寓,來訪人員需于22:00前離開,禁止容留校外人員留宿。

Article 13: The apartment implements the guest reception regulation. Visitors must show and register valid ID cards and can enter the apartment only after being allowed. Visitors should leave before 22:00, and it is forbidden to accommodate off-campus residents.


第十四條 未經(jīng)公寓管理辦公室允許,學生不得擅自調(diào)換房間或?qū)⒎块g借與他人使用。因特殊情況需要調(diào)整房間時,須在開學兩周內(nèi),向公寓管理辦公室提出申請,經(jīng)審核同意后,方可調(diào)整,原則上每學期房間調(diào)換次數(shù)不得超過兩次。

Article 14: Students are not allowed to change rooms or borrow rooms from others without permission of the apartment management office. If students want to change the room due to special circumstances, an application shall be submitted to the apartment management office within two weeks of the beginning of the semester, and adjustment can be made only after approval. Change rooms not more than twice per semester.


第十五條 上課期間,學生臨時校外住宿應提前告知公寓管理辦公室并出示請假批復證明,否則按夜不歸宿進行處理;寒暑假學生臨時校外住宿、離開濟南或回國,應在公寓管理辦公室進行登記。

Article 15: During the semester, students should inform the Apartment Management Office of temporary off-campus accommodation in advance and show the certificate of leave approval, otherwise it will be treated as night out; Students should register with the apartment management office if they go out or return to China for a long period of time.


第十六條 房間設(shè)備設(shè)施出現(xiàn)問題,學生應及時告知公寓管理辦公室。禁止私自更換、私自調(diào)換、拆卸、改裝房間內(nèi)設(shè)施,私自損壞、拆卸、改裝電氣及管線設(shè)備。

Article 16: If there is any problem in the room, students should inform the Apartment Management Office on time. It is forbidden to change, replace, disassemble or modify the facilities in the room without permission, or damage, disassemble or modify the electrical and pipeline equipment without permission.


第十七條 房間內(nèi)禁止抽煙、酗酒等行為;禁止使用明火;嚴格執(zhí)行離開關(guān)閉電源和拔掉負載電器電源插頭;嚴禁使用電炊具;禁止使用不符合安全標準的電插排,及電熱棒、電取暖(制冷)器、電卷發(fā)棒、吹風機、電熨斗、電水壺、洗衣機等違章電器;禁止在宿舍內(nèi)給電動車等大功率電瓶充電;禁止其他存在安全隱患的行為。如因個人原因釀成火災,造成財產(chǎn)損失,學校有權(quán)追究其法律責任并要求經(jīng)濟賠償。

Article 17: Smoking and excessive drinking are prohibited in the room; Do not use open flame; Strictly execute off power and unplug the load electrical power plug; Do not use electric cookware; It is prohibited to use electric plug-in bars that do not meet safety standards, and electric heating rods, electric heating (refrigerating) devices, electric curling irons, hair dryers, electric irons, electric kettles, washing machines and other illegal electrical appliances; It is forbidden to charge electric vehicles and other high-power batteries in the dormitory. Other behaviors that have potential security risks are prohibited. If a fire occurs due to personal reasons and causes property damage, the university has the right to investigate its legal responsibility and demand financial compensation.


第十八條  公共廚房、衛(wèi)生間、樓道等屬公寓內(nèi)公共區(qū)域,禁止破壞公共區(qū)域環(huán)境衛(wèi)生和私自占用,不得擅自改變設(shè)施擺放。學生應按照規(guī)定規(guī)范使用公共廚房配備的炊事用具,避免發(fā)生火災或人身傷害。

Article 18: The public kitchen, washing room and corridor belong to the public areas in the apartments. It is forbidden to destroy the environmental health of the public areas and occupy them without permission. Students should use cooking utensils in public kitchens in accordance with regulations to avoid fire or personal injury.


第十九條  禁止在房間和公共區(qū)域內(nèi)刻畫、打孔、粘貼等行為,發(fā)生與此相關(guān)的清理恢復費用由當事人承擔。

Article 19: It is forbidden to carve, punch or paste in rooms and public areas, and the relevant cleaning and restoration costs shall be borne by the parties concerned.


第二十條  禁止將刀具(廚房用具正常使用情況除外)、槍支、彈藥等管制器具,易燃易爆品、化學劇毒品、放射性物品及不穩(wěn)定的化學藥品等危害公共安全的危險物品帶進公寓。

Article 20: It is forbidden to bring controlled knivesexcept for normal use of kitchen utensils, guns, ammunition and other controlled instruments, inflammable and explosive products, chemical drugs, radioactive substances and unstable chemicals and other dangerous goods endangering public safety into the apartments.


第二十一條  公寓內(nèi)不得打架斗毆、賭博、吸毒、傳播販賣非法書刊和音像制品等。

Article 21: Fighting, gambling, drug taking, distribution and sale of illegal books and audio-visual products are not allowed in the apartments.


第二十二條  學生應保持和愛護公寓內(nèi)外衛(wèi)生環(huán)境,保持樓內(nèi)安靜,愛護樓內(nèi)設(shè)施物品,不得使用影響他人學習和生活的發(fā)聲、發(fā)光設(shè)備。

Article 22: Students should maintain and take good care of the hygienic environment inside and outside the apartments, keep the building quiet, take good care of the facilities in the building, and shall not use the sound and light emitting equipment that may affect others' study and life.


第二十三條  禁止學生利用公告欄散布、傳播任何違反中華人民共和國法律法規(guī)或者有違社會公序良俗的言論。未經(jīng)公寓管理辦公室批準,學生不得在公告欄發(fā)布商業(yè)廣告、交友信息等。

Article 23: Students are prohibited from using bulletin boards to spread or disseminate any speech that violates the laws and regulations of the People's Republic of China or social order and good customs. Students are not allowed to post commercial advertisements, dating information, etc., on the bulletin board without the approval of the Apartment Management Office.


第二十四條  國際學生須遵守《中華人民共和國境內(nèi)外國人宗教活動的管理規(guī)定》。學校尊重學生的民族習俗和宗教信仰,但不提供舉行宗教儀式的場所,校園內(nèi)及學校指定的集中居住區(qū)域禁止進行傳教及宗教聚會等任何形式的宗教活動。

Article 24: International students shall abide by the Regulations on the Administration of Religious Activities of Foreigners in the People's Republic of China. The University respects the ethnic customs and religious beliefs of students, but does not provide places for religious ceremonies. Religious activities of any kind, such as missionary work and religious gatherings, are prohibited on campus and in designated residential areas.


第二十五條  禁止將寵物帶進公寓內(nèi),禁止飼養(yǎng)家禽家畜。

Article 25: No pets are allowed in the apartments, and no poultry or livestock are allowed.


第二十六條  禁止在公寓內(nèi)進行營利性活動。

Article 26: No for-profit activities in the apartments.


第二十七條 公寓管理實行安全檢查制度,檢查期間學生需積極配合,對于發(fā)現(xiàn)的違反住宿管理制度的行為和安全隱患,管理人員將采取必要措施予以制止和消除。

Article 27: The management of the apartments shall implement the safety inspection regulation. During the inspection, students shall actively cooperate. The administrator will take necessary measures to stop and eliminate the behaviors and safety risks that violate the management regulations of apartments .


第二十八條  國際學生應增強安全防范意識,自覺做好安全防范工作,妥善保管好個人證件及貴重物品。

Article 28: International students should enhance their awareness of safety precautions, consciously take good security precautions, and take good care of their personal documents and valuables.


第二十九條  禁止在公寓內(nèi)從事違犯中華人民共和國法律法規(guī)和學校規(guī)定的其它活動。

Article 29: It is forbidden to engage in other activities in the apartments that violate the laws and regulations of the People's Republic of China and the regulations of the university.


第五章 違規(guī)處理

Chapter V Handling of violations

第三十條  學生有違反本辦法行為的,學校將依規(guī)進行處理,處分方式分為警告、嚴重警告、取消住宿資格。如學生行為造成他人合法權(quán)益和公共財物損失,或?qū)儆谶`法行為,學校保留追求其法律責任和要求其進行經(jīng)濟賠償?shù)臋?quán)利。

Article 30: If a student violates these measures, the school will deal with it according to the regulations. The punishment methods include warning, serious warning and disqualification of accommodation. If the student's behavior causes damage to the legal rights and interests of others and public property, or is an illegal act, the school reserves the right to pursue its legal responsibility and require it to make economic compensation.


第三十一條  相關(guān)處理由公寓管理辦公室提出建議,留學生工作辦公室做出最終決定。

Article 31: The Apartment Management Office will make suggestions for relevant treatment, and the International Students’ Office will make the final decision.


第三十二條  國際學生在公寓內(nèi)從事以下行為,給予警告或嚴重警告處分。

Article 32: International students who engage in the following behaviors in the apartments will be given a warning or serious warning.


(一)無故違反作息制度,經(jīng)教育提醒未有改觀,造成不良后果的。

Violating the work and rest schedule without reason and causing adverse consequences, failing to explain the reason, and failing to correct after criticism.


(二)違反來訪人員管理制度,在公寓內(nèi)容留他人的。

Violating the visitor management regulations and leaving others in the apartments.


(三)未經(jīng)批準私自調(diào)換房間的。

Changing rooms without approval.


(四)私自將房間轉(zhuǎn)借他人、配鑰匙、更換門鎖或另加門鎖的。

Lending the room to others, matching the key, changing the door lock or adding another door lock without permission.


(五)無故未按規(guī)定時間返回公寓、夜不歸宿的。

Failing to return to the apartment at the specified time without reason or staying off-apartment at night.


(六)在公寓內(nèi)私自改變、破壞設(shè)施和線路結(jié)構(gòu)和功能的。

Altering or destroying the structure and function of facilities and electric power lines in the apartments without permission.


(七)違反消防安全管理制度,造成安全隱患的。

Violating the fire safety management regulations and causing potential safety hazards.


(八)在公寓內(nèi)吸煙、破壞衛(wèi)生、亂涂亂畫、飼養(yǎng)和攜帶寵物、制造噪音,擾亂公共秩序,影響公寓正常居住生活環(huán)境行為的。

Smoking, destroying sanitation, scribbling, raising and carrying pets, making noise, disturbing public order and affecting the normal living environment of the apartment.


(九)故意或過失導致公共財物損失的。

Causing loss of public property intentionally or negligently.


(十)未經(jīng)批準私自懸掛、散發(fā)、張貼各種宣傳品的;違規(guī)進行經(jīng)營性活動的。

Hanging, distributing and posting various promotional materials without approval; Engaging in business activities in violation of regulations.


(十一)其它違反公寓管理規(guī)定的行為。

Other behaviors in violation of apartment management regulations.


第三十三條 國際學生在公寓內(nèi)從事如下違規(guī)行為,取消住宿資格。

Article 33: International students who engage in the following violations in the apartments will be disqualified.


(一)在公寓內(nèi)從事違法犯罪活動。

Engaging in illegal and criminal activities in the apartment.


(二)以逃避、隱匿、抗拒、阻攔等方式妨礙學校工作人員執(zhí)行公務。

Obstruct school staff from performing their official duties by evading, hiding, resisting, blocking, etc.


(三)違反消防安全管理制度,儲藏或使用易燃、易爆、強腐蝕性等危險品及違章電器,使用明火,私拉電線、或有其他造成嚴重安全隱患的行為。

Violate the fire safety management regulations, store or use flammable, explosive, strong corrosive and other dangerous goods and illegal electrical appliances, use open fire, pull wires privately, or have other behaviors that cause serious safety hazards.


(四)因個人違規(guī)行為導致公寓內(nèi)出現(xiàn)火情、火災以及其他導致設(shè)備設(shè)施嚴重損壞的行為。

Fire and other behaviors that cause serious damage to equipment and facilities in the apartments due to personal violations.


(五)拒不繳納住宿費。

Refuse to pay the accommodation fee.


(六)非正常通道(跳窗等行為)出入公寓。

Abnormal passage (window jumping and other behaviors) to enter and exit the apartments.


(七)一學期內(nèi)受到兩次警告處分。

Be warned twice in a semester.


(八)其它經(jīng)公寓管理辦公室和留學生工作辦公室共同確認為嚴重違規(guī)的行為。

Other behaviors confirmed as serious violations by the Apartment Management Office and the International Students’ Office.



第六章 附則

Chapter VI Supplementary Provisions

第三十四條  本規(guī)定自2023212日起施行。

Article 34 These Provisions shall enter into force as of February 12, 2023.


第三十五條 本規(guī)定由留學生工作辦公室負責解釋。

Article 35 The International Students Office is responsible for the interpretation of this regulation.
